Duane is the President of Halcyon Behavioral. In this role, Mr. Oswald brings more than 40 years’ experience in the field of behavioral health to support Halcyon’s leadership team in understanding the historical complexities of an ever-evolving industry. A seasoned healthcare executive, Duane has held numerous President, CEO and Administrator positions with various hospital systems throughout Maryland, Pennsylvania and California. Mr. Oswald received his BA in Economics from Goshen College in Goshen, Indiana and his Masters in Healthcare Administration and Hospital Administration from George Washington University in Washington, D.C. Mr. Oswald is the current President of the Fresno, California downtown Rotary and the Board Chair of Boys and Girls Clubs of Fresno County.
Jeremy is the CEO of Halcyon Behavioral. In this role, Mr. Oswald oversees the vision and direction of the company and manages the Halcyon Behavioral team to ensure that all Halcyon Behavioral clients receive unmatched customer service and attention to detail. Mr. Oswald has more than 18 years’ experience as a healthcare executive and has worked with health plans, self-insured employers, third party administrators, medical groups and individual providers. Mr. Oswald has his Bachelor of Arts in Communication from Goshen College in Goshen, Indiana. Mr. Oswald is the Vice Chair of the Saint Agnes Medical Center Foundation Board and a member of the Padrinos Guild at Valley Children’s Hospital.
Edgar Castillo-Armas, MD
Dr. Castillo-Armas serves as the Medical Director for Halcyon Behavioral and oversees all medical initiatives of the organization, including establishing and maintaining a philosophy of care, policies and procedures, utilization and quality review programs and a quality team of clinical staff. Dr. Castillo-Armas obtained his medical degree from the University of San Carlos, School of Medicine in Guatemala. He completed General Psychiatry Training at UC San Francisco/Fresno Medical Education Program, followed by a two-year fellowship in Child and Adolescent Psychiatry at Harbor/UCLA Medical Center in Torrance, California. He served as Chief Medical Officer/Healthcare Manager at the California Substance Abuse Treatment Facility/State Prison in Corcoran for five years and served as Chief Child Psychiatrist at the Department of Children and Family Services of Fresno County. Dr. Castillo-Armas has lectured extensively in California and has participated in psychiatric international forums dealing with Mood Disorders, Substance Abuse, Autistic Spectrum Disorders, and Suicide Epidemiology. He has admitting privileges at Community Regional Medical Center and Kaweah Delta District Hospital and is also currently the Medical Director of Central California TMS Center and maintains a private practice in Fresno, California.
Amy Villegas, PhD
Operations and Clinical Services
Dr. Villegas oversees all day to day operations at Halcyon Behavioral, as well as the design and implementation of clinical operations. In this role, Dr. Villegas manages the Halcyon Behavioral team to ensure the quality delivery of mental health services in a managed care environment. Prior to joining Halcyon Behavioral, Dr. Villegas was the Director of Clinical Services and Compliance for a California-based health plan, where she oversaw intake/triage, claims processing, regulatory monitoring, and compliance. Dr. Villegas has extensive experience and training in working with developmental disabilities and autism services. She has guest lectured on utilizing behavioral techniques and applied behavioral analysis in clinical settings and is published in multiple peer reviewed journals on various forensic and clinical topics. Dr. Villegas received her BA from California State University, Fresno, and her Masters and Doctorate degrees from Alliant International University Fresno.
Communication & Contracting
Joshua is responsible for all Halcyon Behavioral’s communication initiatives with clients, providers and patients. Mr. Oswald is also responsible for establishing and maintaining positive relationships with both individual and institutional providers, and managing the Halcyon Behavioral credentialing team. Mr. Oswald has more than sixteen years’ experience in corporate communication, provider credentialing, contracting and provider relations. Mr. Oswald has extensive knowledge of various regulatory requirements/standards relative to the provision of healthcare services. Mr. Oswald received his Bachelors and Masters degrees from California State University, Fresno with a focus on health and risk communication.
Keely Coyle is the liaison to Halcyon Behavioral clients’ administration. With fourteen years’ experience in communications and management of EAP accounts, Ms. Coyle provides excellent customer service and pays immediate attention to the needs of every contracted organization utilizing Halcyon Behavioral EAP, Health and Wellness and MHSA benefits. Ms. Coyle supports the efforts of health insurance brokers seeking exceptional service for their valued clients. Ms. Coyle is a board member of the Central California Health Underwriters Association, a member of the Central California Society of Human Resource Managers and a long-time member of the Candlelight Guild of Fresno. She attended California State University, Fresno, and studied Liberal Arts.
